Meeting Overview
On September 18, 2020, the technical expert group meeting on CR certification for robot control devices was successfully held at Shanghai Electrical Apparatus Research Institute (Group) Co., Ltd. — the headquarters unit of the National Robot Testing and Assessment Center (hereinafter referred to as “SEARI”). In accordance with the resolution of the Robot Testing and Certification Alliance's Document Jijianrenlian [2020] No. 001, Shanghai Tianwei Certification Technology Co., Ltd. leads the development of this project. Nearly 60 experts from robot control device manufacturers, complete robot and integration application enterprises, research institutes, alliance member units, and well-known domestic and international testing and certification organizations attended the meeting.

The meeting was chaired by Zhu Xiaopeng, Deputy Director of SEARI's Robot Center. Ms. Huang Huijie, Executive Deputy Dean of the Shanghai Institute of Robot Industry Technology, welcomed the attending experts and member units, presented the current status and prospects of control devices for robots, emphasized the great significance of this CR certification initiative, and invited the experts to contribute their insights to the development of this certification project.

On behalf of the secretariat, Zhu Xiaopeng briefed the attendees on the alliance's certification system development, achievements, follow-up work plans, and certification promotion. Huangfu Yabo, Deputy Director of the Project Department of the Robot Center, presented the drafting notes for the certification implementation rules. All attending experts engaged in thorough discussion on the key issues in the implementation rules and reached consensus.

Mr. Zhang Xiaolong attended the meeting as an expert on CR certification for robot control devices. He stated that iNexBot has long been dedicated to the development and promotion of robot control technology standards in China, and hopes to launch one of the first domestically CR-certified robot controller products.

Meeting Outcomes
The meeting established the technical expert group on CR certification for robot control devices, with member organizations drawn from research institutes, domestic and international testing and certification bodies, and robot companies. Huang Huijie, Executive Deputy Dean of the Shanghai Institute of Robot Industry Technology, serves as the group's chair, with Zhu Xiaopeng of Shanghai Electrical Apparatus Research Institute (Group) Co., Ltd. serving as secretary.

After thorough discussion and review by all expert group members, the meeting produced the expert group review draft of the “CR Certification Implementation Rules for Robot Control Devices.” The rules specify the certification scope, certification modes, certification basis, and other requirements, while fully taking into account the characteristics of China's robot industry and internationally accepted certification requirements.
Significance of the Meeting
The establishment of the technical expert group and the convening of this review meeting mark the official launch of CR certification for robot control devices in China. CR certification for robot control devices will serve as an important basis for robot manufacturers in component selection, as well as for CR certification of complete robots and robot system integration, and will have a positive impact on the healthy development of the robot industry.
Currently, under the guidance of CNCA and other ministries and commissions, the China Robot Testing and Certification Alliance has initially established a testing and certification system covering the entire life cycle — from components and complete robots to integrated applications — and continues to achieve breakthroughs in common testing and certification technologies such as safety, EMC, environmental adaptability, performance, and functional safety. CR certification results are meanwhile being adopted in government policies, bidding and procurement, financial credit, and overseas import and export.
